制度创新视角下皖江城市带战略性新兴产业集聚发展研究

摘　　要：皖江城市带战略性新兴产业集聚发展对皖江城市带经济发展、产业结构调整及区域竞争力提高等方面具有重要意义。文章通过梳理皖江城市带战略性新兴产业集聚发展机遇和困境,分析出制度安排缺陷是皖江城市带战略性新兴产业集聚发展面临困境的诱因,基于正式制度划分视角,从融资制度、人力资本制度和科技制度构建皖江城市带战略性新兴产业集聚发展要素培育制度体系,从企业产权制度及组织制度方面完善皖江城市带战略性新兴产业集聚发展的企业制度体系,从产业政策、法律及财税三个方面提出有利于皖江城市带战略性新兴产业集聚发展的政府管理制度体系。The agglomeration of the development of strategic emerging industries in Wanjiang City Belt is so important for the eco-nomic development,industrial structure adjustment and improvement of the competitiveness. The paper analyzes the opportunity and the dilemma of strategic emerging industry cluster development in Wanjiang City Belt, and then points out the defects of institutional ar- which is the reason of strategic emerging industrial cluster development in trouble. Based on the division of the formal system,this pa-per proposes the paths to improve the strategic emerging industrial cluster development from factor cultivation system,enterprise system and government management system in these cities.Cultivation system includes financing system,human capital system and science and technology system. Enterprise system covers property right system and organization system. Government management system incorporates industrial policy,legislation and fiscal and taxation system.
