摘  要:汽车安全性能检测是保证道路交通安全的重要措施之一。针对目前汽车安全性能检测过程中存在的运行不规范、信息不共享等问题,国家发布了机动车安全技术检验业务信息系统及联网规范国家标准,对机动车安全技术检验业务信息系统提出了总体要求。在深入理解标准的基础上,提出一种基于WebService和视频图像技术的机动车安全技术检验业务信息系统详细设计思路。对涉及的关键技术进行研究与实现,开发了一套完整的汽车安全技术检验业务信息系统并进行了工程应用。应用表明,所开发的系统有助于加强汽车安全技术检验工作的监管力度,提高汽车检验工作的有效性和真实性,有效防止汽车检验过程中作弊行为的发生。Motor vehicle safety performance testing is one of the important measures to ensure road traffic safety. Aiming at the problems existing in the process of motor vehicle safety performance testing, such as non-standard operation and information sharing, the state issued the national standard specifications for power-driven vehicle safety inspection business information system and networking, and put forward the overall demand for motor vehicle safety technology inspection business information system. Based on the in-depth understanding of the standard, this paper proposes a detailed design idea of vehicle safety technology inspection business information system based on WebService and video image technology. The key technologies involved are studied and implemented, and a complete set of vehicle safety technology inspection business information system is developed and it is applied in engineering. The applications show that the developed system can help to strengthen the supervision of vehicle safety technology inspection, improve the effectiveness and authenticity of the vehicle inspection work, and effectively prevent the cheating in the process of vehicle inspection.
