油气管道企业应急预案体系的构建

摘　　要：目前,中国油气管道存量大,各种不利因素造成管道事故频繁发生。油气管道输送易燃、易爆、腐蚀毒害的油气危险介质,发生泄漏、火灾或爆炸事故时,如果不能快速反应、妥善处置和控制,会造成影响恶劣的人身伤亡、环境污染事故,甚至是事故扩大化。为了减少油气管道事故的发生,油气管道企业通过事故风险评估、应急资源调查、应急预案编制实施以及加强应急管理等构建应急预案体系,既是油气管道企业安全管理的现实需要,又对减少油气管道事故的损失和影响具有重要意义。At present , oi l and gas pipel ine in China are numerous and pipel ine accidents which were caused by a variety of adverse factors happened frequently. Due to the oil and gas running in pipel ines wi th inflammable, explosive, poisoning and corrosive medium, the leakage and fire explosion accident will make ser ious impact to oil and gas pipel ine enterprise and even lead to a major accident if it is not rescued rapidly, careful ly and skillfully. The emergency rescue system that is built through risk and hazardous assessment,emergency resource investigation, cont ingency plan preparat ion and implementation, and st rengthening emergency management is not only the requirement of safety management but also of great signi ficance for the reduction of accident loss to oil and gas pipel ine enterprises undoubtedly.
