城市市政公用事业供给水平评价与提升策略研究

摘　　要：城市市政公用事业与人们的生活息息相关,是城市经济社会可持续发展的基础,文章构建了包含12个指标的城市市政公用事业供给水平评价体系,将熵值法引入到市政公用事业供给评价中来。并依据构建的评价体系对山东省潍坊市市政公用事业供给情况进行了评价。最后针对我国当前城市市政公用事业有效供给普遍不足的现状,提出了相关的政策建议:完善市政公用事业公私合作供给模式;拓宽融资渠道;完善市政公用事业监督体系;提高市政公用事业供给中的科技含量与技术水平。Municipal public utilities are closely related to peoples life, and they are the basis of sustainable development of urban economy and society. This paper constructs the evaluation system of the supply level of municipal public utilities including 12 indexes, and the entropy method is introduced to the evaluation system of municipal public utilities. According to the evaluation system, the supply level of municipal public utilities of Weifang in Shandong province is evaluated. Finally, under the present situation of supply shortage of municipal public utilities in most cities in China, the paper puts forward some countermeasures and suggestions： Improve the market supplying model of municipal public utilities and deepen the market - oriented reform process; Expand financing channels to achieve diversified funds supply of municipal public utilities; Perfect the supervision system of the supplying of municipal public utilities and improve the technical level in the supplying of municipal public utilities.
