摘　　要：2015年6月,国务院第一次地理国情普查任务结束,投入大量人力、物力和财力建设了多专题地理国情普查数据库,如何发挥海量地理国情普查数据的应用价值,是国家和地方测绘信息生产部门当前思考的急迫问题。同时,以城市为单位的宜居性评价,难以满足业务部门的城市规划验证、城市建设和城市管理的应用需求。因此,本文以社区为单位开展了如下研究内容:(1)基于武汉市第一次地理国情普查数据,遵循科学客观、可操作性等原则,对影响社区宜居性的居住、环境、配套设施及安全等各方面因素进行了分析,并通过专家讨论与筛选,建立了武汉市中心城区社区宜居性评价指标体系;(2)采用主成分分析法与德尔菲法相结合的主客观综合赋权法对指标体系的权重进行了确定,开展了武汉市中心城区的社区宜居性评价分析;(3)结合评价结果及各项指标的专题图,给出了针对武汉市中心城区社区宜居性建设管理的转变政府职能、促进资源整合等若干意见。论文工作不仅体现了地理国情普查数据的应用价值,而且为城市社区宜居性评价提供了技术方法。In June 2015,the State Council's first geographical conditions census task was over,which had invested a lot of manpower,material resources and financial resources to build a multi-thematic geographic national census database.How to play the application value of large amounts of geographic national census data is the urgent problem of the state and local surveying and mapping information production department to consider.At the same time,the space unit of li evaluation of livability is often the whole city,which is helpful to the macro decision making,but difficult to meet the requirements of the application of urban planning,urban construction and urban management in the business sector. Community is an independent entity with a relatively complete sense of city,evaluation of livability at community level is very important.Based on the data of the first geographic national census data of Wuhan,following the principles of scientific objectivity and operability,we analyzed the factors that affect community livability,including residential level,environment,supporting facilities and security,and through expert discussion and selection,we established the index system of evaluation of community livability in Wuhan inner city. The evaluation of community livability belongs to the comprehensive evaluation,some used the method of combining the principal component analysis method and Delphi method to determine the weight of index system,then we evaluated and analyzed the communitylivabilitys in Wuhan inner city,and analysed the results. In addition,by combing the evaluation results and thematic maps of various indicators,we put forward some suggestions on the construction and management of livable Wuhan,including transforming the functions of the government,promoting the integration of resources,and so on.The work of this paper not only reflects the application value of the census data,but also provides a technical method for the evaluation of livability of community.
