摘 要:为了提高危险天气下空域扇区利用率,减少航班延误,对扇区动态通行能力模型进行研究。首先,根据影响扇区的因素,阐述静态和动态通行能力的概念,综合扇区结构、偏置运行及管制员负荷,建立扇区静态通行能力模型,其中管制员负荷使用Tobii X2-60眼动仪测量。然后,针对危险天气等动态因素的影响,通过空域受阻率、绕飞时间、附加管制时间量化危险天气的影响程度,改进静态模型,建立绕飞条件下的扇区动态通行能力模型。通过三亚区域算例分析,改进模型可以有效反映扇区动态通行能力,结果与实际运行相符。In order to improve the utilization ratio of airspace sector in dangerous weather and reduce flight delays, a dynamic capacity model of sector was studied in the paper. According to the influencing factors of sector capacity, the concepts of static and dynamic capacity were explained. Synthesizing sector structure, operation and controller load, the static sector capacity model was established. The controller load was measured by Tobii X2 -60 eye tracker. Then, for the dangerous weather influence, the impact of the weather was quantified through the airspace blocked rate ,the flying around time and the control of additional time. The static model was improved and the dynam- ic traffic capacity model under the condition of fly around was built. By analyzing the example of Sanya region, the model can effectively reflect the dynamic capacity of the sector,and the results are in line with the actual operation.
