国家治理现代化下的行政区划重构逻辑

摘　　要：近年来,我国行政区划变动比以往更大幅度地展开,表面上看似乎仍然是以撤县设市、撤县设区、城区重组等为主要形式,但实际上却在悄然进行着大规模的重构。根据全国范围的大样本分析与深度调研发现,当前全国行政区划重构正在经历着空间-体制的双重逻辑转变:空间维度从城市自发需求向全国战略布局引领的提升,体制维度从局部性变化向全面结构性优化的转型。十八大以来,为国家治理现代化构建更完善的体制与空间基础,行政区划优化战略重要性不断提升,由此生成行政区划重构的新逻辑,开启行政区划发展的新方向,这势必对我国的未来发展格局产生深远影响。为此,更需要从国家治理现代化的战略高度,推动行政区划优化设置向纵深发展。In recent years, the change of administrative divisions in our country has been more broadly than the counterparts in the past. It seems that it is still focusing on changing county into city, pulling county into districts and restructuring and so on, but actually large scale, reconstruction are on the way. According to the large samples analysis and the in-depth study, it is found that reconstruction of the administrative divisions of the country is experiencing the double logical transformation of the space-system. The transformation of spatial dimension changes from urban spontaneous demand to the national strategic layout, and the institutional dimension changes from the local transformation to com- prehensive structural optimization. In order to build a better system of national governance and spatial basis after the 18~ National Congress held in 2012, especially since the Third Plenary Session, the im- portance of administrative divisions optimization strategy increases, which results in the new logic of the reorganization of administrative divisions and opens new direction of its development. All of this has a profound impact of Chinese future development pattern. So, it is significant to promote the optimi- zation of administrative divisions from the perspective of modernization of national governance.
