摘　　要：随着我国电力市场改革的启动和逐步发展完善,电力大用户直接购电将成为必然趋势。开展直购电问题研究,尤其是交易各方利益分配问题,将对电力市场发展完善起着重要作用。当电价采用分时费率,大用户实际电费结算包括:电能需求费用和惩罚费用两部分时,大用户购电合同中峰、谷各时段用电量确定直接决定用户电费开支。用进化程序方法,加上用户以往用电数据,快速算出各峰、谷时段用电需求量,根据此数据决定一个最优用电合同,为大用户节约电费开支提供一个实用工具。Along with the starting up of the renovation of electricity market in china and its gradual improvement, the direct purchasing of electrical power by large consumers will be an inexorable trend. Carrying out the study on direct buying electricity power,especially bargaining models and profit distribution among all of the members ,will play a very important role for the development of electricity and perfecting. When time-of-use electricity rate is established, electric cost of large user made up：electrical energy demand charge and penalty charge. In this paper, evolutionary programming （EP） was adopted to solve this problem. History load consumption data were used to prove the validity of this program. Results show that the software developed in the paper can be used as a useful tool for industrial customers in selecting eontract capacities to curtail the electricity bill.
