摘 要:为提高对已建水利工程安全监测系统评价的有效性,针对现行安全监测技术规范和设计规范对水利工程安全监测系统评价针对性不强的实际,采用风险分析结合现有相关规范比较的方法,对大坝安全监测系统的评价内容进行了分类,对评价依据进行了深入分析,指出了上述各因素之间的关系。研究认为安全监测系统评价应根据工程安全现状和所面临的风险进行,不同阶段、不同结构形式和不同赋存环境对安全监测的要求不同,安全监测系统评价必须借助安全监测专家的科学分析。In order to improve effectiveness of safety evaluation and monitoring system of water project, the method of risk analysis combined with comparison of used rules and regulations are adopted, concerning to the problems with current technical specification for safety monitoring and design code that lack pertinence and feasibility to evaluate safety monitoring system of water project. By this means, the evaluation contents of the dam safety monitoring system are classified, and in-depth analysis is made on the basis of evaluation that shows the relationship of relevant factors mentioned above. It suggests that the evaluation of safety monitoring system should be based on present situation of safety and risk associated with project. Since the requirements for safety monitoring are different in varied stages and under different structure and occurrence environments, the evaluation of safety monitoring system must be conducted with the help of safety monitoring experts for scientific analysis.
