生态型人力资本对生态经济发展的作用探究

摘　　要：国际经验业已实证人力资本及人力资本的利用效率一定程度上决定一国经济的发展状况。当今时代,生态经济建设与发展历史性赋予人力资本生态型界定。国内外就人力资本对经济增长贡献的计量测算丰硕,但囿于分离标准、技术与方法等,难以计量出生态型人力资本的贡献。定性分析认为,生态型人力资本是人力资本与生态文明的耦合,对生态文明意识的形成与提升、三次产业"生态化"及产业结构优化与升级、消费模式转变及经济增长方式转型等具有促进作用。建议指出,为使生态型人力资本有效引领经济社会发展,应弘扬、塑造生态型人才观,科学建制以"育选引用"生态型人才;以多元主体投资生态型人力资本,公平收入分配,激活、提升生态型人力资本流量和存量;推崇与实施生态技术,依托生态型人力资本强力推进生态经济发展;探究生态型人力资本贡献的计量标准与技术方法,树立生态型标杆;切实进行生态改革,以生态型人力资本推动全要素生产率的提升。A country＇s economic development status is determined by the condition and the utilization efficiency of its human capital in a certain extent, which has been empirically proved by international experiences. In current era, human capital has been given a definition of ecotype in the ecological civilization construction historically. There are a lot of treatises studying on the measurement or calculation of the contribution of human capital to economic growth. However, being subjected to the separating standards, technologies and methods, it is difficult to meter the contribution of the ecotype human capital to the economic growth. Qualitative analysis shows that the ecotype human capital is the coupling of the human capital and the ecological civilization, which is contributed to the formation and promotion of the ecological civilization consciousness, and the ecologization of primary, secondary and tertiary industries and the optimization and upgrading of the industrial structure, and the alternation and transformation of consumption pattern and economic growth mode as well. In order to make the ecotype human capital to guide or lead the social and economic development effectively, some proposes are given in the paper just as the following. Firstly, it is necessary to uphold and shape the view of ecotype talents, and to ＇cultivate, choose, introduce, use＇ ecotype talents through scientific institutions. Secondly, to invest in ecotype human capital through plural subjects, distribute and distribute incomes fairly, so as to enhance the stock and the flow of the ecotype human capital. Thirdly, to highly praise and implement the ecological technology, support the construction of ecological civilization relying on ecotype human capital. Fourthly, to explore the metering standards, technologies and methods of ecotype human capital contribution to economy growth, and to set up the ecological benchmarking.
