摘  要:中国现行环境统计报表制度自2012年起开始统计污染治理设施直接投资,其相对科学地将燃气、集中供热、园林绿化等虽然具有一定环境效益但主要目的并非环境保护的环境受益活动剥离出去。然而,该统计口径仍然存在不利于支撑环保投资决策与管理的两个方面的关键问题。一是无法整体反映各要素环保投资情况,与目前基于大气、水、土壤等主要环境要素污染防治的环境管理体系不相匹配。二是未将非工业企业大气污染防治、流域综合整治、农村环境连片整治、土壤污染防治、环境监管能力建设、生态保护、船舶污染防治、医疗(危险)废物处置、非生产噪声污染防治、核安全以及非核辐射治理等环境保护活动纳入统计范围。以2014年数据进行保守估算,未纳入现行统计体系的主要环境保护活动投资约占当年污染治理设施直接投资的13.6%。为更好地适应基于要素的环境管理体系,以及降低统计口径不全带来真实环保投资规模偏低的影响,亟需对现行环保投资统计口径进行优化设计。Direct in,,,estment of pollution control facilities was counted on by current environmental statistical reporting system in China since 2012. Environmental benefit activities, which had a certain environmental benefits but their main purpose was not environmental protection, such as gas, central heating, landscaping and so on, were stripped out scientifically from direct investment of pollution control facilities. However, this statistical range still had two key issues which were not conductive to environmental protection investment decision-making and management. The first was that it could not reflect environmental protection investment for different environmental elements, and therefore didn't match with current environmental management system based on pollution control for atmosphere, water, soil and other major environmental elements. The second was that atmospheric pollution control for non-industrial enterprises, watershed regulation, contiguous rural environment remediation, soil pollution control, environmental regulatory capacity building, ecological conservation, ship pollution prevention, medical (hazardous) waste disposal, non-production noise pollution control, nuclear safety and non-nuclear radiation treatment and other environmental protection activities, were not included in current statistical system. It was conservatively estimated that investment of main environmental protection activities being not included in current statistical system accounted for about 13.6% of direct investment of pollution control facilities in 2014. In order to better adapt to environmental management system based on different environmental elements, as well as to reduce impact of the lower real scale of environmental protection investment brought by incomplete statistical range, there was a need for optimization of current statistical range for environmental protection investment.
