摘 要:大数据时代的到来促使现阶段我国基层医疗服务体系建设开始倡导智慧医疗这一新理念。辽宁省在取得一定成绩的同时,仍然存在诸如政府推行力度弱及监管问题严重、各级医疗机构之间的信息资源共享未充分实现、药店未纳入智慧医疗体系、普通民众参与率低等问题。主要原因是政府财政支持不足且监管机构轻视数据安全、基层医疗设施落伍且医疗卫生人才缺失、药店独立于体系外且与智慧医疗脱轨、民众不了解且不相信基层医疗服务机构等。建议制定统筹规划,充分实现信息资源共享,扩大大数据条件下医疗的应用范围,提高民众对基层智慧医疗服务体系的信任度。With the advent of the era of big data, construction of basic medical service system in our country began to advo- cate the new concept of wisdom medical care. It has made some achievements in Liaoning Province. But at the same time, there are still some problems. For example, the implementation of the government is poor and the regulatory issues is serious, information re- sources sharing among medical institutions at all levels is not fully realized, pharmacies do not enter wisdom medical care system and there were low public understanding and participation ratio. This paper found the causes of the problems including the lack of government finance, the neglect of data security issues of regulatory agencies, primary care facilities falling behind, the lack of medical and health talents, the pharmacy' s independence of the system and derailment of wisdom medical care, the incomprehen- sion and disbelief of primary medical service institutions of common people, etc. The overall planning, fully implementing informa- tion resources sharing, expanding the medical application scope under era of big data, improving citizen' s trust level of wisdom medical service system were suggested.
