摘　　要：基于提升服务质量的导向,综合档案馆需要探索与实施数字档案资源建设的新策略。总结国内外部分数字资源建设实践的成功经验,提出了引入公众参与、开展跨界合作、注重新技术应用、实行项目化运作、共建共享资源五个方面的策略。Oriented to improve service quality, national comprehensive archives need to explore and imple- ment new strategies of digital archival resources construction. Based on the successful experiences of the digital resources construction practices at home and abroad, five kinds of strategies are proposed in this paper, which are introducing public participation, carrying out cross-border cooperation, applying new technologies, implementing project operation, co-constructing and sharing resource.
