公民利益诉求新机制:“互联网+信访”的发展逻辑

摘　　要：随着公民维权意识的觉醒和互联网工具的普及,"互联网+信访"作为一种新的利益诉求机制应运而生,在提升社会矛盾化解效率,推动政府由"维稳"向"维权"转变上发挥着积极作用。从网络信访演进历程和发展现状入手,对"互联网+信访"的新特征进行归纳,试图由此诠释其发展逻辑。而"互联网+信访"在日渐成为公民利益诉求新机制的同时,也带来了政府和公民两方的政治参与态度转向,政府从被动的实行权利救济到主动汲取民意,公民从被动无奈上访到主动表达诉求。With the awakening of the awareness of civil rights and the popularity of Internet tools, the ＂Interuet ＋ petition＂ structure has emerged as a new interest request mechanism. It plays a positive role in improving the Refficiency of resolving social conflicts and promoting the turnabout from protecting the stability to protecting citizens ＇ rights. Starting from the evolutionary process and the current situation of the network petition, we summarized the new features of the ＂Internet ＋ petition＂ structure in order to explain the logic of its development. Nowadays, ＂Internet ＋ petition＂ structure not only becomes a new interest request mechanism of citizens but also brings attitude changes of both government and the public. The government behaves more actively in collecting people＇s opinions while the public express their demands on their own initiative.
