摘　　要：油港集疏运作业安全对油港运营安全管理至关重要。通过实地调研、访谈及问卷调查确定了油港集疏运作业安全风险因素;分析各因素间的直接影响关系,建立邻接矩阵和可达矩阵,构建了油港集疏运作业安全影响因素的解释结构模型;通过不同层级之间的关系分析,找出了油港集疏运作业过程中优先级较高的风险因素。结果表明,表层风险因素多为设备因素,中层风险因素集中于港内自身和港外环境因素,深层风险因素主要为人为因素和安全管理因素。This article is intended to present its analysis of the influential factors on the safety of the petroleum collection and distribution performance based on the Interpretation Structure Model,which is essential to guarantee the safety operation and management control of the oil transportation and transfer harbor-port.What we have done in this paper includes the following items：a field investigative research done through the face-to-face interviews and questions-and-answers through a written-form questionnaire;identification and determination of the safety risk influential factors via a questionnaire distribution and collection among the workers involved.That is to say,we have tried all means to build an adjacency matrix and reachability matrix by using an Interpretive Structural Model（ISM）so as to find the relation between the aforementioned safety risk factors and the safety riskprevention factors of the oil port.The results of our study show that the remarkable influential factors in this way are focused on the facility-maintenance factors,including the oil tank truck safety,the pipeline safety function maintenance,the loading and unloading installation and equipment safety function maintenance,the technical status-in-situ of the oil pumping station and the oil storage tanks,the safety working railway functional system,the emergency rescue system,and the function reliability maintenance of fire alarming system.In addition,it is also of great significance to keep in proper running the command system of security communication,the reliability of the antistatic aids,the reliability of the pollution prevention and abasement facilities,as well as the mutual communications and cooperation among the intermediate departments both related to its interior and exterior environment protection departments,including those of pipeline transportation both of railway and highway transportation systems.What is more,it is also always necessary to inspect the safe operation rules,the urban traffic and transportation congestion
