摘　　要：面向体量巨大、权属复杂、人流密集的公共建筑设施运营阶段专业知识缺乏,管理经验欠缺和测评体系缺失等问题,亟需引入现代设施管理知识体系,构建设施管理能力测评系统。比较分析现有典型成熟度模型,基于公共建筑设施管理特点,构建了公共建筑设施管理成熟度模型(FM3)基本结构,并分析确定其关键要素。为公共建筑设施管理能力测评和优化提供了理论模型。Public buildings are getting huge and complicated, and the operations of these public buildings are characterized by lack of professional knowledge, management experience, and assessment system. Thus, modem facilities management knowledge and evaluation system should be introduced. In this paper, by comparing with existing typical maturity model, a facility management maturity model （FM3） for public buildings is constructed. After that, key elements of the FM3 are analyzed and confirmed. The research provides a theoretical model for the evaluation and optimization of public building facilities management capabilities.
