摘 要:为探索适合中国国情的社区治理模式,解决业主委员会制度运行过程中存在的物业纠纷以及发展困境,通过随机选取北京市15个已成立业主委员会的物业管理小区,利用问卷调查法和深度访谈法系统分析了北京市物业小区内业委会成立和运行现状、问题和发展瓶颈。运用灰色综合方法从业主参与程度和对业委会工作认可、更换物业频率、纠纷频率、业委会成员积极性等几个方面综合评价了北京市业委会社区治理水平满意度水平,根据评价结果提出了业主委员会健康发展和突破瓶颈的解决建议和对策。Owner committee is a new kind of autonomous organization in the management of communities and its effective operation will lead to the communities' harmony and stability. However, the history of owner committee is not very long in China. It is still at the stage of exploring and the operation process is not mature yet. There are some drawbacks which can't be ignored. For example, it's difficult for owner committee to be established and it doesn't have explicit legal status. Besides that, the lack of effective supervision and the disputes with other subjects are also serious. Based on the survey in Beijing, this paper introduced the problems involved in the operation of owner committee and put forward some constructive suggestions aimed at realizing the healthy development of owner committee by means of expert interviews.
