摘 要:在分析高等教育对区域科技创新贡献率影响因素的基础上,构建了高等教育对区域贡献率的理论模型。选取辽宁省2004—2013年相关指标数据,运用熵权法赋权并通过线性加权和法计算出各个年份高等教育对辽宁省科技创新的贡献率。对计算结果进行分析后得出以下结论:由于国家和辽宁省科技政策的引导作用,除2007年与2011年贡献率下降外,辽宁省高等教育对区域内科技创新的贡献保持基本稳定的整体上升趋势;区域内高水平大学的聚集,使得辽宁省高等教育对区域科技创新的贡献率总体呈现较高的水平;高校R&D人员、R&D经费支出以及出售的技术转让合同与金额数的减少是导致2007年贡献率下降的重要原因,而获国家科技奖励贡献率的大幅下降是导致2011年贡献率的主要原因。Based on the analysis of the influential factors of higher eudcation's contribution to regional science and technology innovation, this paper constructs the theoretical model of higher education's contribution to regional sci- ence and technology innovation. By collecting related parameters of Liaoling province from 2004 to 2013 data,this paper calculates each year of higher education's contribution to the science and technology innovation of Liaoling province, using the entropy weight method and the linear weighted sum method to calculate index weight. After the analysis of the results, it comes to the conclusion that: because of the tractive effort of national and regional policies, except for the decline of contribution rate in 2007 and in 2011 ,the overall of higher education's contribution to the science and technology innovation of Liaoling province presents a rising trend;on account of gathering of universi- ties of high quality, Liaoling province's higher education contribution to the science and technology innovation is relatively high, comparing to other regions of China; the decreases of the number of R&D personnel in higher educa- tion, R&D expense and the number and amount of technology transfer contracts are the main reasons why the 2007 contribution rate droped, while the decline of 2011 contribution rate is manily due to the drastic drop of the contribu- tion rate of national science and technology rewards.
