摘　　要：日本自出台《关于全面经济合作的基本方针》以来,其FTA战略重心由东亚扩大到亚太,并把TPP谈判放在最重要的位置。虽然日本国内特定利益集团表现出极大反对,但通过3年多的努力,日本内阁会议于2017年1月20日完成了所有TPP国内手续。而美国总统特朗普刚一上任便签署行政命令宣布美国退出TPP,对日本FTA战略目标的实现、推进顺序以及FTA覆盖率提高均产生严重影响,迫使日本调整FTA战略。日本将积极推动美国退出后的TPP生效,谋求主导RCEP,加快推进日本-欧盟FTA,积极推进高水平中日韩FTA,消极对待日美FTA。日本作为世界第三大经济体,是我国重要的贸易、投资伙伴国,其FTA战略的调整及走势必将对我国产生相应的影响。我国要发挥积极作用尽早结束RCEP谈判,积极推进中日韩FTA、中美和中欧投资协定谈判,与"一带一路"沿线国家签署FTA,建立高标准的FTA网络。After being introduced the basic policy on comprehensive economic cooperation, Japan＇s FTA strategy focus shifted from east Asia to the region of Asia - Pacific and put the TPP negotiations on the most important position. Overcoming domestic opposition from the specific interest groups, through the efforts of more than three years, the Japanese cabinet meeting approved the TPP on January 20, 2017. Trump, The President of the United States, took office and signed an executive order to withdraw from TPP, has a great impact on a- chieving the goal of Japan＇s FTA strategy, on its FTA promoting order, and on its target of increasing the FrA coverage. Japan will actively promote TPP after the United States withdraw from it, seek to dominate the RCEP, accelerate the Japanese - European Union FYA, promote a high level of China, Japan and South Ko- rea FTA, negatively treat with the Japan -American FTA. As the worldg third largest economy, Japan is one of the most important trade and investment partners for China. Its FTA strategy adjustment and developing tendency will have a corresponding impact on China. China needs to try to complete RCEP negotiations as soon as possible, promote China, Japan and South Korea FTA, accelerate China and the US Negotiations on the China- Europe investment agreement, sign with the countries along Belt and Road Initiative to build FTA networks.
