摘　　要：根据水资源的利、害二元特性,以城市水循环为基础,分析影响水安全因素的发生环节与成因,在可持续发展和系统论的指导下,提出城市水安全的研究内容应包括城市水安全理论、应用技术和管理体系三个层次的内容。最终目的是实现水安全的可持续发展。Water security plays an important role in the urban sustainable development. Considering the duality of water such as its productive potential and destructive impact,the factors and their causes which could affect the water security are analyzed based on the urban water cycle. Also,with the sustainable development concept and the system theory,the research framework of the urban water security is discussed. It shows that the research on the urban water security should include the basic theory,practical application technology and management system. The final target is the realization of the sustainable development of urban water security.
