摘　　要：公私合作已成为科技创新管理的新趋势。本文通过考察国外科技创新领域公私合作的典型案例,聚焦我国公私合作过程中存在的战略规划不细化、利益分配不完善、权属制度不清晰等问题,从战略规划、利益分配、制度保障环节提出了加强我国社会资本参与重大科技基础设施建设的政策建议。Public-private partnership has become a new trend of scientific and technological innovation management. This paper firstly focuses on the problems of the lack of strategic planning, the imperfect distribution of benefits, the unclear ownership system in the process of public-private cooperation, and then from the strategic planning, distribution of benefits, system security links puts forward some policy suggestions to strengthen the participation of social capital in the construction of major science and technology infrastructure.
