基于农户视角的河南省农田防护林体系建设研究——以内黄县等6个县市为例

摘　　要：参照Elinor Ostrom的IAD延伸模型,基于河南省平原地区的面板数据,运用二元Logistic回归模型,对农户建设农田防护林体系的意愿展开研究,分析了影响农户建设农田防护林体系意愿的因素及农户对建设农田防护林体系及保障粮食生产方面的意见。结果表明,农田防护林对农田的影响程度是影响农户发展防护林体系意愿的最关键因素,此外农田防护林体系完善程度、农田防护林体系中存在的突出问题、农用林业产品销售方式和家庭务农人数也是影响农户建设农田防护林体系的重要因素;农户希望农田防护林体系的建设对农田影响最小化,农户愿意在道路边缘、沟渠旁边、闲置的土地和房前屋后布局农田防护林;愿意发展的模式是林带、农田林网和片林;农田防护林体系只是稳定当地粮食生产的措施之一,保障当地粮食的生产安全;除尊重农户意见建设农田防护林体系外,还应采取相关的水利、农艺和保险措施等。Refering to the extension framework of Elinor Ostrom IAD model,based on the panel data of the plain areas in Henan Province,using the Binary Logistic Regression Model,this paper studied the peasants＇ willingness on farmland shelterbelt construction and the factors that influence the peasants＇ willingness.Then it analyzed the suggestions of local peasants for the construction of farmland shelterbelt and the safety production of grain.The results showed that the influence degree of farmland shelterbelt to peasants was the key factor that influence the willingness of peasants.In addition,there were some other important factors to influence peasants＇ willingness on farmland shelterbelt construction,such as the perfection degree of farmland shelterbelt,the outstanding problems existing in the development of farmland shelterbelt,forestry sales channels and the number of agricultural labor force in family.Farmers hope to minimize the impact of farmland shelterbelt on their farmland.On one hand,they tended to plant shelterbelt on the edge of the road,ditches,idle land and around the house.On the other hand,the modes of the farmland shelterbelt that farmers accepted were forest belt field forest network and small-scale forests.Farmland shelterbelt is one of the measures to keep stable local grain production.Except that,some other measures such as water conservancy measures,agronomic measures and insurance measures etc.Are needed to ensure the safety of local grain production.
