摘　　要：扩权强县改革是基于推进县域经济发展而对上层建筑实施的变革。对山西省2011-2013年开展扩权强县试点改革进行实证分析,认为扩权强县政策对推动县域经济乃至全省经济增长起到了重要作用,但是仍需高度关注下放权限使用中存在的一些问题,为经济新常态下以深化改革赋予县级政府自主权,进而推动县域经济健康发展探索新的途径。Expanding and strengthening power of county is the change of the implementation of the superstruc- ture in order to promote the development of county economy. This article mainly discusses on expanding and strengthening power of county of Shanxi Province in 2011 -2013 for empirical analysis, claim that expanding and strengthening power of county is very important to promote the development of county economy and even the entire province economic growth, but we still need high attention to some problems existing in the reform, to give the gov- ernment at the county level autonomy through deepening the reform under the new norm of economy, and to explore a new way for promoting the development of county economy.
