摘　　要：现有农村土地制度在法律构建、权利归属及经营模式方面存在诸多缺陷,制度性与结构性不能统一运行,与现实发展需要严重悖离。改革现有的农村土地所有制,构建农村土地乡(镇)所有制,既有其历史的必要性,也有现实的可行性,对于进一步推进土地利用总体规划,提高土地利用率,进一步推进农村经济发展,增加农民收入,减少农村贫困人口,早日实现现代化新农村有着重要的意义。The existing rural land system has many flaws as to the legal construction, ownership and business model, for example, system and structure can not be unified, and the development is in contradiction to the real needs. Thus, the reform of existing rural land ownership and the establishment of town ownership system of rural land have both historical inevitability and realistic feasibility, and they can further promote overall land use planning, improve land utilization rate, accelerate rural economic development, increase farmer income, reduce rural poverty population, and turn real the early realization of modem new countryside
