摘　　要：随着我国福利扩大而产生的福利问题在实践中逐渐凸显,其中,福利依赖问题尤为严重。文章在城市居民最低生活保障制度体系的背景下,分析研究我国福利依赖现象的现状,福利依赖的原因及影响。认为低保福利制度设计、政府政策实施情况、传统文化渊源、社会不正风气蔓延、个人观念素质低下是导致福利依赖现象蔓延的重要因素。在解决低保福利依赖问题过程中,既要借鉴国外成熟实践经验,又必须结合我国实际情况,发挥政府、制度、社会、组织及个人力量,在完善福利制度体系基础上,有效解决福利依赖问题。With the expansion of welfare in China, the welfare problems in practice are gradually highlighted, in which the welfare dependence is particularly serious. In the context of urban residents＂ minimum living security system, this paper analyzes the current situation of welfare dependence in China and the causes and effects of welfare dependency, and concludes that welfare system design, the implementation of government policy, the origin of traditional culture, the spread of social misconduct and the low quality of individual opinion are the important factors leading to welfare dependency. In the process of solving the problem of welfare dependency, mature experience of foreign countries can be referred to, the actual situation of our country should be taken into consideration, and joint efforts should be made by government, institutions, society, organization and individual. On the basis of perfecting the welfare system, the common prosperity of the whole society and the common goal of building a well--off society in can be achieved.
