新区产城融合过程及规划对策

摘　　要：产城融合并不是一蹴而就的，而是一个渐进的过程，其本质是以人为核心，“产”“人”“城”三者的互动创新。产城融合是新区发展的重要命题，但新区规划往往忽视新区产城融合的过程性，仅对未来发展状态作出静态的、愿景式的安排，导致规划对新区发展过程中产城分离的问题应对不足、本文在对产城融合过程认识的基础上，提出新区规划要建立起产城融合的“过程观”，并提出注重产城融合路径设计、弹性的空间规划策略、加强规划与政策的协同、开展规划实施过程评估等四个方而的规划对策。City-industry integration is a gradual process rather than being accomplished at one strike. The nature of city-industry integration is human-oriental, which shows creative interaction among industry development, residents＇ needs and urban function. City-industry integration is a topic of new area＇s growth, but the blue-map planning in new area is accustomed to focus on steady city-industry integration in future rather than the process, causing shortcomings in solving the problems of city- industry integration. Based on the knowledge of the process of city-industry integration, this thesis is to establish a processing value of city-industry integration, and provides planning strategies including path design of city-industry integration, planning scheme of flexible space, enhanced cooperation of planning and policy, and evaluation of planning implementation.
