围填海区域生态系统的价值损失与管理机制研究

摘　　要：围填海活动为沿海地区带来经济社会效益的同时,也严重破坏了围填海区域生态系统的价值功能。围填海区域生态系统的生态价值损失可从供给、调节、文化与支持价值损失因素进行分析与评估。针对我国围填海管理现状与存在的管理弊端,结合典型国家围填海生态管理的经验启示,通过制定海域使用金标准、推进围填海战略论证体系运行、建立围填海环境影响评价体系、完善围填海监管制度,构建围填海区域生态管理机制。Reclamation activities bring economic and social benefits to coastal areas, meanwhile severely damage reclamation region ecosystem function value. Reclamation area ecological value losses can be analyzed and evaluated from supply, regulation, culture and support value. On the basis of analyzing present situation and management drawback of reclamation region in our country, combined with the typical national reclamation ecological management experience, the thesis puts forward building reclamation region ecological management mechanism by formulating reasonable sea area using fee standard, promoting reclamation strategy evaluation system, establishing reclamation environment impact assessment system, perfecting the supervision and administration of reclaimed system.
