摘　　要：新型智慧城市是智慧城市建设的新阶段,更强调城市信息化的整体效能,是现代信息技术和城市发展深度融合的产物。梳理了智慧城市和新型智慧城市的概念内涵和基本特征,剖析了纽约、首尔、银川和深圳的建设实践,深入阐述了开放的体系结构、共性基础一张网、通用功能平台、数据体系、城市运营管理中心和标准规范体系6方面发展重点及其关键技术,能够为新型智慧城市的总体规划、顶层设计和工程建设提供参考。New-type smart city is a new stage for developing smart city, it emphasizes the overall efficiency of urban informatization and is a product of deep integration of modern information technology and urban development. The concepts and the basic characteristics of the smart city as well as the new-type smart city are summarized. The practices of the constructions of New York, Seoul, Yinchuan and Shenzhen are analyzed. Six aspects of develop emphasis and their key tech-nologies are described, including the open architecture, one network for the common basis, the general function platform, the data system, the urban operation center, and the standard sys-tem. It can provide references to the overall planning, top-level design and project construction for the new-type smart city development.
