我国城镇油气管道安全网络化监管机制探析

摘　　要：城镇油气管道安全事故频发严重威胁城镇居民的人身安全和财产利益,加强油气管道安全监管是社会各界共同关注的话题。以多元共治理论为支撑,在梳理国外城镇油气管道安全监管经验启示的基础上,从政府部门监督存在滞后性、各主体参与程度低、现行管理体制存在缺陷3个方面分析我国城镇油气管道安全监管存在的问题;最后基于多元共治视角构建城镇油气管道安全网络化监管机制。Safety accidents frequency of oil and gas pipeline of the town has a serious threat to urban residents safety and property interests, strengthen the regulation of oil and gas pipeline safety is a concern subject of society. Supported by multiple work theory, in combing foreign town of oil and gas pipeline safety regulation based on the experience and enlightenment to our country, from the government to supervise a lag, the low degree of each participation main body participation, and the defect of the current management system of three levels,this article analyzes the problems existing in the oil and gas pipeline safety regula-tion of our country town; at last, it builds urban oil and gas pipeline safety network supervision mechanism based on the multiple work perspective.
