摘　　要：山区农地流转难题是阻碍当地农民增收和农村经济发展的重要问题。使用问卷和访谈的方法对山区的典型代表麻城市乘马岗镇的农地流转情况进行调查,调查发现:麻城市乘马岗镇的农地流转存在信息不畅通、流转方式单一、流转价格不统一以及农户不愿流转平原耕地的问题。农地流转信息员、农地质量、农地流转价格机制、农户流转意愿、农地确权以及社会保障体系等方面的缺陷是造成当地农地流转问题的深层次原因。要破解农地流转的困境,需要设立专门的农地流转信息员,打造农地流转服务平台;培育适合山区地带规模经营的新型流转主体;建立科学合理的农地流转价格评估机制;加大对国家农地流转政策的宣传,突出农地流转的示范效应;继续深化农地产权制度改革,完善农地确权登记制度;增加农户就业机会,健全社会保障体系。The problem of rural land transfer is an important problem that hinders the local farmers' income increasing and rural economic development. After an investigation into farmland transfer by using questionnaires and interviews on the Chengmagang townof Macheng City which is a typical mountain,this paper finds that: land transferinformationpresence,the single transfer mode,the not uniformtransfer price and farmers' lower transfer aspiration are the main problems. The defects of farmland transfer information,land quality,land transfer price mechanism,farmers' willingness to transfer,landright and the social security system have causedthe local land transfer problem. To solve the predicament of rural land transfer,we should set up a dedicated staff to build a service platform for the new rural land circulation,and cultivate the new scale management for the main mountainous areas,and establish scientific and reasonable transfer price evaluation mechanism,and increase the national land circulation policy propaganda,and continue to deepen the reform of agricultural land the property right system,and improve the social security system.
