关于郴州市新型智库建设的思考

摘　　要：当前,智库在公共决策中发挥着越来越重要的作用。通过对郴州市新型智库进行调研,发现郴州智库已初步形成了以课题研究、起草报告、拟定政策、提供信息、开展活动为主要方式的决策咨询工作格局,但也存在一些突出问题。加快郴州新型智库建设,应从以下方面着力:明确定位,服务郴州经济社会发展;开门建库,构建郴州特色智库体系;加强领导,营造良好的发展氛围;完善管理,建立科学的运行机制。At present, the think tanks are playing an increasingly important role in public decision-making. Through the investigation on Chenzhou＇s new-type think-tanks, it is found that Chenzhou＇s think -tanks have formed the work pattern of decision-making and consultation whose main methods are subjects- researching, reports-drafting, policies-making, information-providing and activities-developing, but there still exists some problems. For speeding up the construction of Chenzhou＇ s new-type think tanks, the meas-ures should be taken on the following aspects ： precisely orienting at serving Chenzhou ＇ s economic and social development, building a think-tank system with local characteristics of Chenzhou, strengthening leadership to creat a favorable atmosphere for development, impoving management and establishing scientific operating mechanism.
