摘  要:我国改革开放过程中形成的农民工群体是考察公民政治参与时不可忽略的重要阶层。在已有的关于农民工政治参与研究中,普遍的观点是当前农民工政治参与处于"边缘化"状态。但是,也有不少研究者看到农民工政治参与呈现出"中心化"的趋势。本文在后者的基础上,进一步讨论在城乡二元社会体制改革完成之前的相当长的时期内,农民工政治参与的制度化如何可能?农民工政治参与是同质的吗?在制度化与非制度化的泾渭分明的界限之间是否有中间地带?本文基于"行政吸纳"理论,以温州市L镇"以外调外"制度为案例,回答了上述农民工政治参与的制度化建设问题。The peasant - worker group formed in the process of China's reform and opening up is an important class that couldn't be ignored in the study of citizens'political participation. Among the existing researches on the political participation of migrant workers, the prevailing view is that the current political participation of migrant workers is in the "marginalized" state. However, many researchers have found that the political participation of mi- grant workers presents a " centralization" trend. On the basis of the latter view, this paper further discusses the possibility of the institutionalization of migrant workers' political participation and the path to realization, within a considerable period of time before the completion of the urban and rural social system reform. Is the political partic- ipation of migrant workers homogeneous? Is there an intermediate strip between the boundary of institutionalized and non - institutionalized participation, considering they are quite distinct in essence? Based on the theory of adminis- trative absorption, this paper has taken the practice of L town in Wenzhou city as a case to answer the question of institutional construction of the above - mentioned peasant - worker' s political participation.
