摘　　要："微治理"机制可以随时随地深入到普通百姓的生活生产中,了解可能发生的矛盾源头,具有无孔不入、见缝插针的特点和优势。当整个社会上的"微治理"机制呈现出弥散性分布时,就构筑起一张有效的矛盾源头预防安全网,从而控制和消弭基层社会矛盾的发生和发展。常熟市H社区的实践有力地证明了"微治理"以一个"楔子"的方式嵌入了现有的基层治理结构中,形成密集的治理网络,为防范基层社会矛盾的发生与发展起到了一个"安全阀"的作用。Because of its unique feature and strength, the micro - governance mechanism could stretch into the daily life of local residents. It is capable of identifying the causes of social contradictory and has all - pervasive function. If the micro - governance comes into being in the whole society, it would cast a safe net in preventing the basic -level social contradictory. The practice in H community in Changshu city demonstrates greatly that micro - governance has functioned as a wedge embedded in the gross -root governance structure to form dense governance net. In this regard, the paper concludes that the mechanism of micro - governance play a role of safety valve in pre- venting the grass -root social contradictory.
