公共部门绩效管理视角下农地整理管护绩效的影响因素研究

摘　　要：论文从公共部门绩效管理的视角出发,基于改进的绩效棱柱模型开展农地整理管护绩效研究,运用有序Logistic回归模型和增强回归树模型,揭示农地整理管护绩效的影响因素并探讨其提升机制。实证地区的研究结果表明:(1)有序Logistic回归模型中管护制度类变量、管护流程类变量、管护投入类变量、管护措施类变量及农民满意类变量的回归系数均通过显著度水平检验;(2)有序Logistic回归模型和增强回归树模型中影响因素对管护绩效的贡献度排序基本一致,依次为农民满意类变量、管护制度类变量、管护流程类变量、管护措施类变量、管护投入类变量。基于理论和实证研究结果,建议既要鼓励利益相关者对管护工作的贡献,也要承认利益相关者满意程度的重要性,同时还要统筹制度安排、流程设置、管护投入等关键要素以提升管护绩效。This paper is aiming to reveal the significant impact factors and the improvement approach of supervision and maintenance performance of rural land consolidation,from the viewpoint of performance management of public sectors. In order to gain that goal,a performance prism model has been adopted to analyze the theoretical cause and effect and explore the key impact factors. Thereafter,Ordered Logistic Regression Model and Boost Regression Tree Model have been successively employed to examine the surveyed data. The results show that in Ordered Logistic Regression Model,the regression coefficients of the different variables—institution dimensionality,flow-path dimensionality,investment dimensionality,measures dimensionality and farmers' satisfaction dimensionality—all have undergone their significance levels verification; impact factors share coincident contribution degree sequence to dependent variable both in Ordered Logistic Regression Model and Boost Regression Tree Model and their order is ranked as farmers ' satisfaction dimensionality,institution dimensionality,flow-path dimensionality,measures dimensionality and investment dimensionality. Based on the theoretical and empirical research results,It is concluded that it is vitally important to encourage stakeholders ' contribution and value their satisfaction degree; moreover,institution arrangement,flow-path adjustment and investment increasing should be put more emphasis.
