摘 要:我国加入世贸组织以后,我国的农业补贴,"绿箱"补贴只用了11类中的7类,"黄箱"补贴还有较大的增长空间,"蓝箱"补贴还没有启用。纵观我国的"黄箱"补贴制度,存在法律规定原则而零散、政策工具比较单一、利益流失严重等问题。文章考察发达国家"黄箱"补贴制度的演变,发现"黄箱"补贴制度从价格支持为主转变为收入支持为主,具有渐进性,适应于农业发展的不同时期和阶段。比较研究国外"黄箱"补贴政策的经验,有利于完善我国农业补贴制度,更好地引导农业改革。After becoming a member of WTO, only 7 kinds of "Green Box Policies" subsidies among 11 kinds of China' s agricultural subsidies are adopted, "Amber Box Policies" subsidies still have a large space to increase and "Blue Box Policies" subsidies have not been enabled yet. Throughout China' s "Amber Box Policies" Subsidy System, a number of problems exist, such as scattered legal principles, relatively simple policy instruments and serious loss of interests, etc. After studying the evolution of "Amber Box Policies" Subsidy System in developed countries, it could be found that the "Amber Box Policies" Subsidy System becomes mainly depending on income support from price support, which is of gradualism and applicable to different development stages and phases of agriculture. A comparative study of the experience of foreign "Amber Box Policies" Subsidy System is conducive to improving China's agricultural subsidy system and better guiding agricultural reform.
