摘　　要：缺乏契合农业面源污染的自然—社会特性的制度是我国农业面源污染规制失灵的根源。矫正农业面源污染规制失灵的出路在于构建契合农业面源污染自然—社会特性的规制制度,强化规则的适应性、可操作性与可监督性。The origin of regulation failure to Non-point Pollution in Agriculture is that the regulation does not accord with the natural-social characteristics of the pollution. In order to reform the policy of government regulation to Non-point Pollution in Agriculture, government must reconstruct the systems of regulation and improve the suitability, operability and supervision of regulation.
