民族地区医养结合机构养老问题研究——以鄂尔多斯市为例

摘　　要：对鄂尔多斯市医养结合机构养老进行实地调研,发现存在诸多问题:国家优惠政策落实不到位、硬件设施及医疗服务水平发展不均衡、扶持政策失当导致不公平、专业化人不足。在分析问题成因的基础上尝试提出应对策略:大力倡导科学的医养结合养老新理念、明确不同性质养老机构的各自定位,创造公平竞争的环境、完善相关法规政策、加强专业人才队伍建设。Based on a field investigation into elderly care therapy and nursing combination medical facilities in Ordos City, many problems have emerged. For example, country-level support policies are not fully put in place, the development of hardware and medical service quality varies, and inappropriate policy supports lead to inequality, and professional deficiency. After analyzing the root causes of the problems, the author puts forward some countermeasures： such as promoting seientificnew concept of therapy and nursing combination medical facilities, clearly defining different positions of the elderly care institutions, creating a fair competitive environment, improving relevant laws and regulations, and strengthening the team establishment of professional personnel.
