区域人群非传染性疾病控制管理基本理论与技术方法学研究

摘　　要：目的建立非传染性疾病(non-communicable diseases,NCDs)控制管理理念、基本理论、评估指标体系与技术方法,为开展区域人群NCDs风险评估、预测和控制管理能力提升提供科学依据。方法采用资料分层对比分析和德尔菲法分析。结果首次提出区域人群NCDs控制管理新理念、基本理论、区域人群控制管理能力评估指标体系、权重分数、评价技术和方法。结论本研究较为全面系统地提出了区域人群NCDs控制管理新理念、基本理论、指标体系、评估技术与方法,为开展区域人群NCDs风险管理和预测能力提供了科学依据。Objective To develop the concept,fundamental theory,evaluation system,and technical method for non-communicable diseases（NCDs）control and management and to provide scientific evidence for NCDs risk assessment,prediction and management capability enhancement. Methods The classification index of management capability（C）and stratified weighted scoring method were developed based upon data stratification comparative analysis and Delphi.The comprehensive assessments were performed on the entire society,whole population,whole life cycle and disease process. Results The new concept and fundamental theory of NCDs control and management,management capability assessment index system,weighting score and technical methods were developed for the first time among regional population. Conclusions The concept,fundamental theory,index system,technical methods of NCDs control and management may provide scientific evidence for the prevention and control of NCDs both nationally and globally.
