摘　　要：第三方评估作为一种外部制衡机制,与内部评估相比,其具有独立、客观、公正的优势。独立性是第三方评估的核心,是保证评估结果客观、公正的关键。本文对国内外政府政策评估如何保持独立性进行分析,结合中国现代农业产业技术体系绩效评估实践,探讨什么是第三方评估、什么样是第三方评估的独立性、如何保证独立性等问题,提出在中国政府治理现代化背景下保障独立性的方法。As external balancing mechanism, third-party evaluation has the advantage of independence, objectivity and impartiality, compared with internal evaluation. Independence is the core of evaluation, which is critical to objectivity and impartiality of evaluation finding. This article analyzed how to maintain independence in domestic and foreign government policy evaluation, discussed what was third-party evaluation＇s independence, and how to ensure it. Then it proposed how to guarantee independence of third-party evaluation under the context of Chinese government governance modernization.
