摘　　要：立法听证制度体现了对民主法治的核心价值的追求,协商民主是其实现价值的程序形式。强调地方立法听证的公众参与性,有利于地方立法的科学化。完善立法听证制度的公众的参与模式、参与层面、参与阶段、参与方式、参与主体等方面,是强化地方立法听证公众参与职能的有效途径。The legislative hearing system contains the pursuit of the core values of democracy, rule of law, deliberative democra-cy is its value of application form. Emphasis on public participation of the local legislative hearing, is advantageous to the local leg-islation more scientific. To perfect the public participation pattern of the legislative hearing system, participation, participation stage, participation way, participation main body, etc., is an effective way to strengthen the function of public participation in local legisla-tion hearing
