生态文明视域下农村水环境保护机制探究——以苏北地区为例

摘　　要：生态文明建设视域下,农村水环境保护及其可持续发展能力的建设是农村经济可持续发展的基本保障。近年来,农村水环境污染状况日益突显,以苏北地区为例分析其原因,农业生产不规范导致农业面源污染日益严重,工业生产不科学导致工业点源污染形势严峻,粗放式养殖管理导致养殖业污染问题突出。解决苏北农村水环境所面临的复合性困境,需要实施水环境保护的复合性治理机制,重点要构建基于合作博弈的激励机制、绿色GDP核算的评价机制、"互联网+"的网络治理机制、监督机制,为农村水环境保护提供坚实的机制保障。The protection of rural water environment and its sustainable development capability construction are the basic guarantee for the sustainable development of the rural economy in view of ecological civilization construction. In recent years, the pollution condition of rural water environment has become increasingly highlighted. Based on the analysis of northern area of Jiangsu province, the paper indicates that agricultural non-point source pollution is becoming more and more serious because of substandard production and industrial point source pollution is becoming worse and worse because of unscientific production. Also,farming industry pollution is becoming increasingly highlighted because of extensive farming management. To resolve these compound difficulties faced by rural water environment of northern area of Jiangsu province and provide solid mechanism guarantee for the protection of rural water environment, it is necessary to implement compound governance mechanism of water environmental protection and construct incentive mechanism based on cooperative game, green GDP accounting, evaluation and supervision mechanism of Internet+.
