摘 要:我国城市水务产业引入政府与社会资本合作(PPP)模式后在提升行业绩效和服务水平的同时,也出现了不少因政府公共责任缺失、规制指标设计不佳而导致的公共利益受损问题。因应公用事业固有的公益性和资本逐利性的内在冲突,政府水务规制便成为不可或缺的治理工具。城市水务行业PPP模式的政府规制绩效优化建基于公共责任,以公共价值为导向,寻求建构效率与公平合理均衡的政府规制绩效指标体系,体现为重视对规制者的规制,将水务PPP规制绩效作为评估对象;关注对水务企业的准入和市场化过程的规制;从注重效率、效益等经济性指标到注重公平、环境和健康等社会性指标转变。When public and private partnership models are applied in Chinese urban water industry, the performance levels and service standards have been increased. In the meanwhile, there are some other problems relating with public interest violation resulted from the public responsibility deficiency and poor-designed regulation indictors. Due to the internal conflict between public benefit and capital profitability, government regulation of water industry has become an indispensable tool of public governance. Government regulation performance of urban water PPP projects should base on public accountability oriented by efficiency value and public value in order to build more balanced regulation performance indicators. They are reflected as follows: attaching importance to regulating regulators; evaluating water PPP projects' regulation performance; focusing on the regulation of entry and marketization; and transforming from economic indicators like efficiency and effectiveness to social indicators such as equity, environment and health.
