新型智库建设中的角色异化:成因、妨害及其应对

摘　　要：把关人、掮客与投机者三种角色在新型智库的建设中起到了负面作用。他们的产生得益于半开放半封闭的(思想)市场结构,是扭曲的(思想)市场机制为了节约运行成本而自行调节的产物。放任当前状况的自由发展将有可能导致政策建议质量全面下降,新型智库建设目标落空。采取向思想市场放开更多决策建议窗口、加强决策层对于思想市场的公开反馈、搭建决策层与智库组织的网络互动平台等措施,有助于对思想市场失灵的矫正,推动三种角色的职能归位。Gatekeeper, broker and speculator are three main characters who play negative roles in new think tank＇ s establishment. They were formed, based on the semi-open and semi-closed structure of idea market, by the distorted market mechanism for the sake of self-adjustment for saving operating cost. Without intervention, it might decline the quality of advice for public policies, and then the purpose of new think tank＇ s establishment could hardly be accomplished. Taking measures such as being further open up to policy advise, offering more feedback to researchers and building new platforms of think tank-government interaction on internet, will make positive contribution to correcting the market failures and assisting the three alienated characters to return to normal.
