土地流转对县域经济的影响——以浙江省海盐县为例

摘　　要：以海盐县为例,从农业生产、城镇化和就业三个角度切入,利用经典计量经济学模型,探究土地流转对县域经济的影响:土地流转在总体上对县域经济有促进作用,对农业生产和改善就业都有促进作用,而短期内对二、三产业生产总值具有抑制作用。为促进县域经济健康快速发展,应提高农户土地流转意识,落实激励政策,进行资金扶持,规划合理的流转土地利用方向,提高土地流转服务水平,完善土地流转机制。Taking Haiyan County for example, the paper, from the perspectives of agriculture, urbanization and employment, uses the classical econometric model to explore the land circulation＇s influence on Haiyan＇s economy. The conclusion is drawn that the land circulation generally promotes the county economy, agriculture and employment while it inhibits the secondary and tertiary industries in the short run. Efforts should be made to enhance farmers＇ land circulation sense, implement related incentive policies, provide financial support, plan the reasonable usage of the circulated land, improve the land circulation service and perfect the land circulation mechanism.
