摘 要:本文首先基于科斯定理进行理论分析,构建水足迹视角下的流域生态补偿标准计量模型,通过比较流域上、下游地区的水足迹和实际可用水量,判断生态盈亏状态。然后以渭河流域为例,测算得到下游地区应向上游地区支付16.07亿元的生态补偿额,并根据水资源可利用量进一步分配,得到下游地区的西安市应分别支付定西市、天水市5.09亿元、6.05亿元,渭南市应分别支付定西市、天水市2.25亿元、2.68亿元。该结果既可弥补生态盈余区域的水资源价值,又充分考虑了生态赤字区域的补偿能力,有利于流域上、下游生态保护和经济发展的公平与效率,实现生态资源的永久保护,同时也为确定流域生态补偿标准提供了借鉴。Firstly,by theoretical analysis of Coase theorem,the paper builds an econometric model of ecological compensation standard of watershed based on water footprint,determining ecological profit and loss status by comparing water footprint and the actual water availability of upper and lower areas.Then,taking Weihe watershed as an example,this paper estimates that the lower should pay the upper ecological compensation of 1.607 billion yuan.Further,according to the amount of available water resources,it obtains that the of Xi'an should pay Dingxi and Tianshui 509 million yuan and605 million yuan separately,and lower Weinan should also pay Dingxi and Tianshui 225 million yuan and 268 million yuan.This can compensate water resource value of ecological surplus regions,also fully consider the compensation ability of ecological deficit regions and conducive to achieving fairness and efficiency of ecological protection and economic development between upper and lower watershed areas.
