“政府成本”视角下城市化与包容性发展的影响机理研究——基于中介效应和调节效应的分析

摘　　要：从"政府成本"视角来看,政府在城市化对社会包容性发展推进中起着重要的中介作用和调节作用。用政府支出规模和政府人员规模分别作为政府成本的衡量指标,以中国2000—2014年省级面板数据为样本,分析结果表明:城市化对社会包容性发展起到明显的正向推动作用;城市化通过政府规模对社会包容性发展产生显著影响,政府规模在"城市化对社会包容性发展"关系中调节效应显著,并且政府支出规模的正向调节效应始终存在,但对政府人员规模而言,当政府人员规模小于2.754%时,存在正向调节效应,当政府人员规模大于2.754%时,则存在负向调节效应;城市化和政府规模二者是互动关系,形成了反馈机制,二者的互动影响共同决定了社会包容性发展的实现。On the perspective of government cost, the government plays an important mediating role and regulation role in the advancement of urbanization to social inclusive development. With government expenditure scale and government personnel scale respectively as indicators of government scale, taking Chinese provincial panel data from 2000 to 2014 as samples, the resuhs show something Firstly, urbanization has played a signifi promoting social inclusive development. cant positive role in Secondly, urbanization through government scale has a significant positive impact on social inclusion development, and regulating effect of government scale in the relationship between the ur- banization to social inclusive development is also significant. Positive regulating effect of government expenditure scale always exists. But in terms of government personnel scale, only when the government personnel scale is less than 2. 754%, there is a positive regulating effect.
