中国演艺产业投融资中的政府行为研究

摘　　要：在演艺产业发展的初级阶段,政府对演艺产业的政策支持,包括税收减免优惠、设立专项资金和政府性基金等行为,可以有效缓解企业发展中面临的融资难问题,帮助优化产业结构,能够为社会资本的进入起到引导和带动作用。在这一过程中,需要明确政府行为的目的,合理利用政策工具,谨防政府投资对社会资本的"挤出效应",谨防企业对政府行为产生过多依赖。随着演艺产业投融资体系逐步走向成熟完善,政府的行为模式和思路需要转变,从直接干预转向间接管理,为投融资市场提供法律体系、制定行为规则、优化市场环境。In the primary stage of performing arts industries ,the government＇s policy support,including tax breaks, setting up special funds and government-managed funds,e tc . ,can effectively alleviate the financing difficulties of enterprise,optimize the indus-trial structure,and guild the social capital going into the performing art industries. In this process,it is necessary to define the purpose of government behavior,reasonably use the policy tools,bew-are of government investment＇s u crowding out effectn of the social capital, and bew,are of companies having too much dependence on government behavior. As the investment and financing system of performing arts industries gradually maturing, the patterns of government behavior need to be changed, from direct intervention to indirect manage- ment,thus providing investment and financing market the legal system,setting up market behavior rules,and optimizing the environ-ment of the market.
