当前全球网络治理格局演变趋势——基于特朗普政府战略转向的分析与研判

摘　　要：多年来,美国一直绝对主导着全球网络治理的基本格局和走势。作为美国总统,特朗普对互联网、网络治理的价值主张和政策偏好,将极大影响美国政府的网络空间战略,进而影响到全球网络治理的基本格局、发展态势和未来走势。从特朗普百日新政与全球网络治理相关的举措可以看出,美国在互联网领域长期遵循的"自由、繁荣、安全"等价值观和主张必将遭到冲击、扰乱和动摇;美国在全球网络治理中的领导权将被削弱;特朗普对于主权优先的热爱与中国主张不谋而合,中美在全球网络治理方面的冲突将大大减少。面对特朗普"美国优先"而腾出的国际空间,中国要以更加主动、积极的方式,站在全球视野参与甚至主导全球网络空间的议程设置,尽早为这一全新的"命运共同体"建立行之有效的全球性准则。Over the years, the United States has absolutely dominated the basic pattern and trend of the global Internet governance. As the president of the United States, Trump＇s value proposition and policy preferences on the Internet and Internet governance will greatly affect the U.S. government＇s cyberspace strategy, and further affect the global Internet governance basic pattern and development trend in the future. Reviewing the measures Trump has taken concerning global Internet governance during the first lO0 days of his presidenc3~ it can be seen that the values of ＂freedom, prosperity and security＂ that the U.S. has long followed in the Internet area will be impacted, disturbed and shaken; its leadership in the global Internet governance will be weakened; Trump＇s preference for sovereign priority agrees with China＇s assertion, so the Sino-US conflicts in global network governance will be greatly reduced. In the face of the space in the international arena due to Trump＇s ＂America first＂ polic）; China should take an active and positive approach, participate in or even lead the establishment of the global cyberspace agenda from the global perspective, and formulate effective global guidelines for this new ＂community of common destiny＂ as soon as possible.
