摘　　要：为防范政府债务风险,各国竞相对政府债务实施了限额管理。我国于2015年开始也对地方政府债务实行了限额管理,但还存在着诸多问题,特别是限额指标过于单一、尚未形成一个完整的指标体系,债务限额管理应有的作用就没有得到充分发挥。针对这一问题,在借鉴国内外学者对政府债务限额管理理论研究和国外政府限额管理实践经验的基础上,结合债务限额指标设计中需要考虑的相关因素,我们对我国地方政府债务限额指标体系进行了设计,以更全面有效地防范我国地方政府债务风险。In order to deal with the deterioration of the government debt caused by the fiscal policy, the government of each country is competing for the management of the debt limit. China＇ s government also began to implement the debt limit management in 2015. However, there exist some problems, especially the lack of a complete index system, which affects the full-play of the debt limit management system. Based on the related research conducted by domestic and foreign scholars and foreign experience, and fully considering the elements of debt limit index, we design a China＇ s local government debt limit index system so as to prevent the local government debt risk.
