摘　　要："阳光警务"是我国现代警务实践的重要成果,对依法治国及实现国家治理能力和治理体系现代化具有重大意义。我国警务工作的为民宗旨、实定法有关规定、行政法治原则、现代警务规律、规范执法要求等共同构成了"阳光警务"产生发展的内在动因。警务实践中,需要以公开、公平、服务为导向,总体把握"阳光警务"的内在属性和发展方向,需要通过构建系统、开放的警务公开机制,构建公开、公平导向的规范执法机制,构建民意导向的动态服务便民机制,促成"阳光警务"不断升级完善,助力我国警务法治化、现代化。＂Transparent policing＂ as one of important achievements our country has made in modern policing practice is significant to both the building of law-governed country and realization of modernized law-governance competency and law-governance system. The people-serving goal, provisions of laws, principle of administrative law governance, law of modern policing, requirements of standardized law enforcement, etc. constitute the intrinsic drive for development. In policing practice, orientation toward openness, fairness and service is necessary and the understanding of intrinsic attributes and development tendency of ＂transparent policing＂ matters, too. The establishment of systems, open policing transparency mechanism, openness-and- fairness-oriented law enforcement standardization mechanism, public opinion-oriented convenient dynamic service mechanism will constantly promote the perfection of ＂transparent policing＂ and help realize law governance and modernization of our policing.
